Our offer to governments is unique
We focus on achieving real impact and leveraging effective design and implementation.
Our experienced team works directly with government teams. We help assess the country’s current and future energy needs, readiness, and inherent investment risks.
At that point, our hands-on team can support the creation of innovative solutions and programmes that effectively promote private investment in renewable energy, battery energy storage systems (BESS), and grid infrastructure.
To enhance impact and learning, we leverage the RELP-developed Analytics for Renewable Energy Auctions (AREA) platform to provide leading-edge analysis and data to improve the government teams’ decision-making.
We offer the support of the RELP-sponsored iTrust Fund to unlock investment and improve access to financing at lower costs.
Our commitment to working closely with national governments to effectively implement multi-year competitive programmes sets us apart. We aim to work as an extended arm of government teams, typically hosted at energy and finance ministries. We offer the support and tools we wish we had when we were a government team back in Argentina.
We collaborate with national and international organisations committed to accelerating the energy transition. A strong network of partners is a key component of our strategy. It helps us engage and deliver complementary services to more governments in EMDEs, scaling our impact faster.
We are expanding our organisation and network of partners globally
Since mid-2023, we have supported the Government of Jamaica in designing and implementing their first round of procurement for 100 MW, and we are now working on the second round for 168 MW. In early 2024, we started work in Barbados, where we are designing the country’s first competitive procurement of Battery Energy Storage Systems (BESS) aligned with ambitious national net zero targets for 2030. In Barbados, we are collaborating with the National Renewable Energy Laboratory (NREL), the Global Alliance for People and Planet (GEAPP) and the Interamerican Development Bank (IDB).
We also collaborate with the Latin American Energy Organization (OLADE), United Nations Environment Programme (UNEP), Rocky Mountain Institute (RMI), and other regional organisations in the LAC region to support energy ministries with power sector analysis, risk mitigation and guarantee design. We are also working with the Caribbean Centre for Renewable Energy and Energy Efficiency (CCREEE) to identify new regional opportunities.
In South Asia, we have been working since mid-2023 in Pakistan, where we support the government in the planning, designing and implementing a new multi-year clean energy programme to unlock investments at scale, help the country access cheaper electricity, and gradually develop a more sustainable power sector. Planetive is our local implementation partner based in Islamabad.
In Southeast Asia, we worked in the Philippines during 2022 and 2023, providing services to the Department of Energy and the Energy Regulatory Commission concerning the country’s Green Electricity Auctions (GEA) programme. At the regional level, RELP partners with the SouthEast Asia Energy Transition Partnership (SEA ETP) and with IRENA, Agora Energiewende, the UK Climate Compatible Growth Programme (CCG), USAID and others (via the UK COP26 Energy Transition Council -ETC- and its Rapid Response Facility -RRF-) to provide technical support and RE policy assessment in Vietnam, Lao PDR and Indonesia. We also partner with Clime Capital, a fund with headquarters in Singapore managing the Southeast Asia Clean Energy Facility (SEACEF). We are re-assessing a deeper engagement in The Philippines and assessing new partnership opportunities to support other large regional countries.
RELP is expanding its work in several countries, including Togo, Senegal, Kenya, and South Africa, to support the implementation of new clean electricity and BESS auctions, including better bankability features such as guarantees and other risk-mitigation tools.
In the past couple of years, we worked in Algeria (EU-sponsored project), South Africa (European Climate Foundation-sponsored project), and for the Government of Malawi (in partnership with RMI), providing a series of capacity-building activities on auction design and project finance for government officials.
In Eastern Europe, RELP is currently assessing opportunities in "coal-heavy countries” to support a faster energy transition. Supporting existing EU platforms and programmes focusing on government-level technical assistance in the region and neighbouring countries.
In particular, RELP is engaging with the Government of Ukraine and development partners to assess feasibility and prepare a bankable framework for a clean energy programme to be prepared and implemented depending on the country’s priorities.
